How Irrigation Charges are Determined

Several years ago, the City of Prosser entered into an agreement with Sunnyside Valley Irrigation District to provide billing for irrigation service. The City of Prosser continues to provide this service to residents in Prosser. In addition, the City of Prosser maintains the Prosser Irrigation Distribution System which is a complex infrastructure used to transmit irrigation water to different areas in the City.

 

Prosser City Council determines the billing rates, which are then implemented by City Staff. Irrigation bills are a combination of base fees and service fees. The base fee is assigned in order to pay the irrigation assessment charged by Sunnyside Valley irrigation District. The revenue collected from the service fee is used to maintain the irrigation system. In order to determine the proper billing each property is evaluated separately to determine its access to irrigation water and the size of the lot. There are four categories of customers when it comes to irrigation water.

 

1. Non-Users. This category includes those customers which have no available access, water right, or connection to either the Sunnyside Valley Irrigation District or the Prosser Irrigation Distribution System. These customers are not billed for irrigation service. These customers usually irrigate using potable city water.

2. Box Users. This category includes those customers which are directly connected to the Sunnyside Valley Irrigation System. These customers usually receive irrigation water through a weir box owned and maintained by Sunnyside Valley Irrigation District. Customers in this category are billed a base fee for the irrigation water based upon the size of the property.

3. Irrigation District Residents. This category includes customers which do have a water right but are not connected to the Sunnyside Valley Irrigation System or Prosser Irrigation Distribution System. A water right is when an allocation of water is assigned to an area for use. Customers in this category have been assigned the water right but are not connected to the Sunnyside Valley Irrigation District System or the Prosser Irrigation Distribution System. These customers are billed the base fee based upon the size of the property.

4. Irrigation Users. This category of customers includes those that are connected and using irrigation water from the Prosser Irrigation Distribution System. These customers are assigned a base fee and service fee for use of the irrigation distribution system.
